People which was formally presented by the Envoys of His
Holiness the Dalai Lama to their Chinese counterparts during the
ninth round of dialogue in Beijing, PRC.

Note on the Memorandum on Genuine Autonomy for the Tibetan
People
Introduction
This Note addresses the principal concerns and objections
raised by the Chinese Central Government regarding the substance
of the Memorandum on Genuine Autonomy for the Tibetan People (hereinafter
‘the Memorandum’) which was presented to the Government of the
People’s Republic of China (PRC) on October 31, 2008 at the
eighth round of talks in Beijing.
Having carefully studied the responses and reactions of
Minister Du Qinglin and Executive Vice-Minister Zhu Weiqun
conveyed during the talks, including the written Note, and in
statements made by the Chinese Central Government following the
talks, it seems that some issues raised in the Memorandum may
have been misunderstood, while others appear to have not been
understood by the Chinese Central Government.

Note zum Memorandum über echte Autonomie für das tibetische
Volk
Einführung
Diese Note geht auf die prinzipiellen Bedenken und
Einwände ein, die von der chinesischen Zentral-regierung in
Bezug auf den Inhalt des am 31. Oktober 2008 bei der achten
Gesprächsrunde in Peking an die Regierung der Volksrepublik
China (VR China) übergebenen Memorandums über echte Au-tonomie
für das tibetische Volk (hinfort „Memorandum“) erhoben worden
sind.
Die im Verlauf der Gespräche gegebenen Erwiderungen und
Reaktionen von Minister Du Qinglin und dem geschäftsführenden
Vize-Minister Zhu Weiqun, einschließlich der schriftlichen Note,
sowie die Verlautbarungen der chinesischen Zentralregierung nach
den Gesprächen sind von uns sorgfältig analysiert worden. Danach
hat es den Anschein, dass manche der in dem Memorandum
angespro-chen Fragen von der chinesischen Zentralregierung
missverstanden und andere gar nicht verstanden worden sind.

NOTA AL MEMORANDUM SULL’EFFETTIVA AUTONOMIA PER IL POPOLO
TIBETANO
Introduzione
Questa Nota tiene conto delle principali considerazioni ed
obiezioni sollevate dal Governo Centrale Cinese rispetto alla
sostanza del Memorandum sull’Effettiva Autonomia per il Popolo
Tibetano (qui di seguito il ’Memorandum’), sottoposto
all’attenzione del Governo della Repubblica Popolare Cinese (RPC)
il 31 ottobre 2008, in occasione dell’ottava tornata negoziale a
Pechino.
Avendo accuratamente esaminato le risposte e le reazioni del
Ministro Du Qinglin e del Vice-ministro esecutivo Zhu Weiqun
espresse durante i negoziati, comprese la nota scritta e le
dichiarazioni fatte dal Governo Centrale Cinese dopo i negoziati,
sembra che alcuni temi sollevati nel Memorandum siano stati
equivocati, mentre altri sembrano non essere stati affatto
compresi dal Governo Centrale Cinese.

Poznámka k Memorandu o skutečné autonomii pro tibetský národ
Úvod
Tato Poznámka je reakcí na základní obavy a výhrady čínské
ústřední vlády týkající se jádra Memoranda o skutečné autonomii
pro tibetský národ (dále jen Memorandum), předloženého
představitelům vlády Čínské lidové republiky (ČLR) 31. října
2008 během osmého kola pekingských rozhovorů mezi představiteli
ČLR a vyslanci Jeho Svatosti dalajlamy.
Po pečlivém prostudování odpovědí a reakcí ministra Tu
Čching-lina a výkonného náměstka ministra Ču Wej-čchüna
pronesených v průběhu rozhovorů a prohlášení učiněných čínskou
ústřední vládou po skončení rozhovorů jsme dospěli k závěru, že
některé body Memoranda nebyly čínskou ústřední vládou správně
pochopeny, nebo se jim ze strany čínské vlády dostalo chybné
interpretace.
