5th Annual General Meeting of Europe Tibetan Communities Concludes Successfully in Berlin

The 5th Annual General Meeting of Tibetan Communities in Europe was successfully held on from 29-30 August 2026 bringing all key stakeholders from across Europe to deliberate on Tibetan identity, culture and language preservation, efforts to advancing the Tibet’s unresolved conflict on the international platform.

The conference commenced with a special video message from Sikyong Penpa Tsering of the Central Tibetan Administration. In his message, Sikyong underscored the importance of unity, collective responsibility, and active community engagement in addressing the challenges facing Tibetans worldwide and stressed importance of understanding the content of so called “Promotion of Ethnic Unity and Progress law” of China and risk poses by it. He also expressed his appreciation to the organisers and participants for their continued dedication to strengthening Tibetan communities across Europe and advancing the Tibetan cause.

In the Meeting distinguished participants included Members of the Tibetan Parliament-in-Exile, Thupten Gyatso and Tenzin Yangkar; Thinlay Chukki, Representative of the Office of Tibet, Geneva; Tsering Yangkey, Representative of the Office of Tibet, London; Rigzin Choedon Genkhang, Representative of the Office of Tibet, Brussels; Tenchoe Gyatso, President of the International Campaign for Tibet (ICT); Thupten Tsering, Office of Tibet, Paris; and Dhundup Gyalpo, Tibetan Liaison Officer for Europe.

The conference was also attended by the presidents, vice presidents, and executive committee members of 11 Tibetan communities across Europe, reflecting a strong commitment to collective action and cooperation among Tibetan communities on the continent.

Delegates also exchanged experiences, shared best practices, and explored new approaches to addressing the evolving needs and aspirations of the Tibetan diaspora.

The conference reaffirmed the importance of solidarity, collaboration, and shared responsibility in safeguarding Tibetan identity and advancing the collective interests of Tibetan communities in Europe. Participants emphasised the empowering the younger generations, and enhance coordinated advocacy efforts in support of Tibet and the Tibetan people.

Following two days of extensive deliberations, the conference concluded with the adoption of a four-point resolution and Berlin Declaration.

(1) Renewed efforts to preserve and promote Tibetan identity, language, and cultural heritage among younger generations; Condemn those who defames His Holiness the great 14th Dalai Lama or frame baseless allegation against His Holiness;

(2) Promote unifying efforts to carry out all activities and initiatives for Tibet and Tibetan with new slogan “I am Tibetan”and “We are Tibetan”;

(3) Strengthen an Advocacy and lobbying initiatives to raise international awareness of the critical situation inside Tibet and support the just cause of the Tibetan people; and expand coordinated campaigns and outreach activities across Europe to garner greater public and political support for Tibet.

(4) Confirmation of next general meeting in year 2028 will be held in Paris for 3 days and formation of new drafting committee to draft Europe Tibetan Communities Meetings guideline and regulations. The meeting attracted 27 participants, reflecting strong youth involvement, with a considerable number of attendees in their early twenties.
